I think it's illustrating the poor choices made by a certain political party (or somewhere on the spot) that's not been so honest with it's fellow citizens....
On the precedent afterward note it's more so likely a couple of riots will spring up against the group being advertised as such cons, and maybe a huge gear shift to another group come elections. (I feel that elephant is mocking me).
